    Plans to turn a former animal sanctuary into a gypsy caravan site should be allowed to go ahead because of councils' failure to provide land for travellers, it has been claimed.Brothers Edward and John O'Driscoll have applied for permission to station four caravans - along with a sanitary block and septic tank - at Jodeen Farm near Knockholt railway station.The siblings - aged 31 and 20 - say they are currently homeless having been forced to move on from a site in Edenbridge and need somewhere...
